EICR legal obligations for schools

Government health and safety advice for schools sets out a school’s legal duties where health and safety is concerned. The main relevant legislation is the Health and Safety at Work Act 1974 which places responsibility on an employer (the local authority, governing body or proprietor) to take reasonable steps to ensure that staff and pupils are not exposed to risks to their health and safety.

Further, the Management of Health and Safety at Work Regulations 1999 requires employers to assess the risks to staff and others affected by school activities in order to identify the health and safety measures that are necessary and, if applicable, keep a record of the findings of that assessment. They are also required to introduce measures to manage any risks and set out health and safety arrangements in a written health and safety policy.

 

Who can carry out an EICR?

Periodic testing and inspection should only be carried out by electrically competent, qualified electricians.

The periodic testing process

The EICR test process varies greatly depending on the size of the school, but we will work with individual school timetables (and budgets) to ensure the work is carried out with minimum disruption. As the electrics need to be disconnected from the mains, we can arrange for work to be done during the evenings or in school holidays.

Tests are recommended every five years, but it may be more convenient to carry out an EICR in annual stages, inspecting 20 per cent of the electrical installation every year.
